Extracted from [Tokio's](https://github.com/tokio-rs/tokio/) [`tokio::sync::watch`](https://github.com/tokio-rs/tokio/blob/master/tokio/src/sync/watch.rs) implementation,
which was initially written by [Carl Lerche](https://github.com/carllerche).
