A base64 (with padding) encoding and decoding library, which implements the encode() and decode() methods for the `String` and `Vec<u8>` types.

Example:

use lib_base64::Base64;
let s = String::from("Test");
assert_eq!(Ok(String::from("VGVzdA==")), s.encode())
```

use lib_base64::Base64;
let s = String::from("VGVzdA==");
assert_eq!(Ok(String::from("Test")), s.decode())
