Rust bindings to [`perfect6502`][perfect6502].

## Disclaimer

The bindings work for targets `x86_64-unknown-linux-gnu` and
`x86_64-pc-windows-msvc`. They may be incorrect for other targets since they're
manually generated and stored in tree (see
[`generate_bindings.sh`][generate_bindings]).
