### Changed

- `Cfg::new` now prefers shelling out to RUSTC, if set, instead of `rustc`. Rationale: Cargo passes
  this variable to build scripts with the path to the `rustc` that used to build the build script,
  which may not match the `rustc` in `PATH`.
