You are probably looking for the real peniko repository.
Floem depends on an unpublished version of peniko (commit cafdac9a211a0fb2fec5656bd663d1ac770bcc81). To make Floem publishable on crates.io, all its dependencies have to be published there - hence this unofficial crate.
